The PLCB Users Group is publishing a series of articles and reports about the Pennsylvania Liquor Control Board's wine and spirits retail system, including several comparisons between Pennsylvania and "license" states in which wine and spirits are sold by private retailers. These articles are intended to inform and assist in the public debate about whether to privatize wine and liquor sales in Pennsylvania.
